BRAZIL: Labor Reform Bill Clears Last Obstacle Before The Senate Floor Vote

(RTTNews) - The labor reform bill passed the last committee vote in Brazil's Senate last night, clearing its way for a floor vote before the Congressional recess in July. Market participants feared that the commission could block the labor reform bill because of the declining political strength of President Michel Temer, who is under investigation for corruption and may have to step down.

However, the draft legislation had 16 votes in favor and nine against it at the Senate committee, pushing away worries about potential hurdles to the reform on the floor vote. The bill allows direct agreements between employers and employees to prevail over labor legislation, eliminates mandatory contributions from workers to unions and establishes the so-called seasonal work - when employees are subordinate to one company in spite of irregular working hours.

However, the proposition also enables some controversial measures, which oblige pregnant women to work in conditions of medium or small insalubrity and authorize consecutive 12-hour workdays with 36 hours of rest, for example. A different Senate committee which had previously voted on the bill vetoed the legislation because of that controversial points. The government, however, is trying to avoid changes to the bill to keep it from returning to the House of Representatives for a review vote.
